1. Work is conducted by 15 or more employees who propagate plants in a warehouse where there is not always adequate room for social distancing as well as in 16 greenhouses where the aisles are very narrow and often necessitate close contact with others. 2. The break area is utilized by all 15 or more employees at the same time during scheduled whole group breaks, during which time social distancing is impossible. 3. The vast majority of employees do not wear masks and often discuss attending large gatherings outside of work, creating a concern over potential COVID-19 spread in the work place. 4.
